GENERAL PURPOSE
The Secretary 2 – Assessment position is advanced secretarial support work providing typing, organizational, and related support to management officials and associated staff members. The individual in this position provides a variety of services in direct support of the manager, and develops and implements new or changed procedures, workflow, or similar processing methods and techniques.
SUPERVISION RECEIVED
This position reports directly to the Assessment Manager.
SUPERVISION EXERCISED
This position is not responsible for the supervision of other employees.
ESSENTIAL DUTIES OF THE POSITIONAnswers telephone calls and emails. Communicates with visitors who come into the Assessment office. Adequately resolves visitor issues or directs visitors to appropriate staff able to provide assistance.
Acts as Secretary to the Revenue Appeals Board. Processes assessment appeal forms. Takes fees for appeals to Revenue and logs appeal in the spreadsheet. Scans appeal forms into system. Schedules assessment appeal hearings according to the requirements established by the Commonwealth of Pennsylvania. Attends assessment appeal hearings. Checks attendance of appellant. Collects the decision from the Revenue Appeals Board. Creates notices to the property owners/attorneys with the Revenue Appeals Board decision. Enters Revenue Appeals Board decisions and exemptions in hearing tracking for appeals. Updates property records in the Assessment System.
Reviews incoming mail. Sorts and distributes to appropriate parties.
Maintains millage tax rates and all other pertinent files for the County, municipalities, and school districts.
Processes Homestead and Farmstead applications and notifies property owners of the approval or denial of application.
Enters permits in the Assessment system. Maintains permit spreadsheet.
Prepares Clean and Green (Act 319 and Act 515) paperwork to enter properties into land covenants. Completes all other amendment and/or transfer of ownership correspondence required for Act properties.
Processes invoices and submits checks to the Revenue division.
May assist other clerical staff with processing Change of Address forms and property location changes.
Works with the Department of Military and Veteran Affairs to apply exemptions for property owners when determined to be 100% disabled, and therefore exempt from real estate taxes.
Maintains petty cash log.
Orders office supplies when necessary. Produces purchase orders in OneSolution (ERP) system.
Schedules maintenance for copier and other office equipment.
Updates Marshall & Swift manuals as needed.
Types correspondence, memos, reports, agreements, contracts, and similar narrative and statistical material using Microsoft Office and Outlook, Excel, or other needed applications.
Attends individual and staff meetings.
Assumes responsibility and participates in cross training and mentoring, as needed.
Trains new clerical staff.
Maintains office files for staff use.

REQUIRED MINIMUM QUALIFICATIONS
EDUCATION & EXPERIENCE – Completion of a high school, or general equivalency diploma; AND
At least three (3) years of full-time professional clerical experience in an administrative, professional, governmental, or judicial setting.
KNOWLEDGE, SKILLS, AND ABILITIES
Possession of exemplary organizational skills for scheduling appeal hearings.
Ability to perform basic addition, subtraction, and multiplication.
Thorough knowledge of clerical procedural and processing requirements for recordkeeping, documentation, and similar office functions in government offices.
Thorough knowledge of English usage, grammar, spelling, and punctuation as used in clerical processing assignments.
Knowledge of administrative clerical methods and techniques used to manage and coordinate meetings, workflow, and other functions.
Skill in gathering information from and explaining procedural and/or processing requirements to visitors, callers, clients, members of the public, and representatives from other offices both within and outside of the County.
Skill in word processing, copying, and other office equipment.
Ability to take accurate notes of discussions in order to produce draft and/or final correspondence, documents, and other items.
Ability to establish and maintain effective working relationships with associates, callers, visitors, clients, and representatives of other offices and the public.
Ability to read, write, speak, understand, and communicate in English to perform the duties of this position.
