The Soil and Water Conservation District is seeking a detail-oriented and community-minded professional to support and advance our mission through education and outreach. This role plays a key part in developing, coordinating, and delivering educational programs while also providing essential administrative support to our office and the public. Essential Functions
- Plans, schedules, and delivers a variety of educational programs that include, but are not limited to:
- Plans, schedules, and deliver a variety of educational programs for students and teachers.
- Provides annual classroom presentations for grades 3–12 as part of the NC Association of Soil & Water Conservation Districts’ statewide contests (topics include watersheds, soil, the water cycle, wetlands, and other agriculture-related subjects).
- Participate in Envirothon trainings and competitions at the county, area, and state levels.
- Organizes the district’s 7th-grade Conservation Field Days.
- Coordinates teacher workshops and Resource Conservation Workshops for high school students.
- Delivers additional educational presentations as needed.
- Coordinates department special events and programs, including, but not limited to, annual conservation awards, banquet, land judging competitions, workshops, and other events, as needed.
- Assists the SWCD Board by preparing information for their monthly meetings, developing relevant publications and relaying necessary correspondence.
- Administrative Functions include:
- Prepare and maintain various County financial records and forms such as time sheets, supervisor travel forms, required forms for elected/appointed officials and SWCD staff, development of the county budget.
- Maintains all office files, records, procedure manuals, and data entry.
- Administer and facilitate board meetings which includes the management of meeting room scheduling, logistics, and minute-taking.
- Prepare and review strategy plans, long range plans, quarterly billing, and other state-required and grant paperwork.
- Administration of District paperwork with state-funded grants and programs, overseeing disbursements and receipts of funds throughout the fiscal year.
- Assists walk-in clients as needed and distributes relevant information, and/or directs them to the appropriate agency.
- Receives departmental calls, determines the nature of the inquiry, and directs callers to the appropriate staff or authority for assistance.
- Serves as liaison between various departments and boards; attends meetings and transcribes minutes.
- Produces, publishes and distributes the District's newsletters, press releases, brochures, advertisements, monthly reports, and annual reports.
- Creates memoranda, programs, brochures, newsletters and booklets as necessary; submits to media.
- Attends County department head meetings in absence of the District Director, attends SWCD, NC Association of SWCDs, NRCS and other professional meetings, classes, workshops, lectures, as appropriate, to enhance and maintain knowledge of soil and water conservation practices, technical and administrative procedural changes with federal, state, and local requirements.
- Serves on professional committees as needed, such as the Area 1 Education committee.
- Performs other related duties as assigned.
Knowledge, Skills and Abilities
- Knowledge of standard office practices, procedures, equipment and office assistance techniques.
- Knowledge of department functions, organization and policies.
- Knowledge of business English and spelling.
- Knowledge of the functions, methods, policies and responsibilities of area of specialty.
- Ability to maintain confidential records.
- Ability to lay out and type forms and tables.
- Ability to operate data entry and personal computer equipment, type and transcribe dictation at a reasonable rate of speed.
- Ability to establish and maintain effective working relationships with associates, outside agencies and the general public.
Physical DemandsThis work is sedentary and requires little to no exertion of force; work regularly requires sitting and using hands to finger, handle or feel, frequently requires standing, speaking or hearing and repetitive motions and occasionally requires walking; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities.
Work EnvironmentWork has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
Education and Experience
Minimum Education and Experience:
Associates degree and two (2) years of related experience, or equivalent combination of education and experience.
Required Licenses or Certifications:
Ability to obtain department specific certifications at the required deadlines.
Driver's License valid in the State of North Carolina.
Additional Requirements:
Successful completion of SBI background check with required fingerprinting by Sheriff Office.
Successful completion Transylvania County standard background check
