Job Summary
JOB SUMMARY
This position provides professional accounting, financial management, and administrative oversight for the Waupaca County Highway Department. Responsibilities include maintaining accurate financial records, managing the department’s computerized accounting systems, preparing required state and county reports, and supporting departmental leadership in budgeting and fiscal operations.
The position works under the direct supervision of the Highway Commissioner and the Finance Director.
Essential Responsibilities
ESSENTIAL RESPONSIBILITIES
Leadership & Supervision
- Supervise, evaluate, and support the development of assigned staff.
- Participate in recruitment, interviewing, and selection for assigned positions.
- Provide direction and task assignment in the absence of the Account Clerk or Highway Office Specialist.
Budgeting & Financial Management
- Assist the Highway Commissioner in developing the annual department budget.
- Monitor program budgets to ensure accurate fiscal reporting and proper reimbursement from outside agencies.
- Prepare and present reports on budget status and financial performance.
- Compile and analyze financial, statistical, and narrative data to support operational decision-making and recommend improvements.
Accounting & Reporting
- Prepare all required fiscal year-end financial reports for the Wisconsin Department of Transportation (DOT).
- Complete year-end entries, work papers, schedules, and supporting documentation for independent auditors.
- Oversee year-end closing processes and ensure accurate reconciliation of trial balances.
- Maintain department financial records in compliance with state laws, county policies, and audit requirements.
- Assist state, county, and independent auditors as needed.
Payroll & Administrative Coordination
- Maintain ongoing communication with the County Human Resources Department regarding payroll, benefits, and related matters.
- Ensure accurate recordkeeping and accountability for all assigned work.
- Perform duties safely, efficiently, and in accordance with county policies.
Other Responsibilities
- Attend and actively participate in meetings outside of regular working hours as needed to support business operations, cross-functional collaboration, and organizational objectives.

Qualifications
Education
- High school diploma required.
- Bachelor’s degree in accounting, business administration, or a related field required.
Experience
- Minimum of three (3) years of experience in governmental, cost, or business accounting; or an equivalent combination of education and progressively responsible experience in business administration or management.
- Significant experience with computerized accounting systems.
- Experience and/or education in employee supervision and managerial functions.
- Valid Wisconsin driver’s license with a clear driving record.
Knowledge, Skills & Abilities
- Proficiency with Microsoft Office applications, especially Excel.
- Ability to assign tasks, supervise staff, and evaluate employee performance.
- Strong skills in interpreting and preparing accounting data and working within established budgets.
- Reliable, trustworthy, self-motivated, and able to work independently.
- Strong understanding of departmental accounting procedures and ability to use department resources safely and effectively.
- Effective oral and written communication skills.
- Ability to establish and maintain positive working relationships with staff, county officials, and the public.
- Ability to maintain confidentiality and handle sensitive information appropriately.
