JOB TITLE School Business Official/Board Secretary
REPORTS TO Superintendent/School Board President
QUALIFICATIONS
- School Business Official (SBO) Authorization
- Able to use Windows and Google based computer applications, including word processing, spreadsheets, databases, and updated software as it becomes available
- Demonstrates integrity, professional/ethical conduct and respects confidentiality
- Able to adapt to and work effectively in a fast-paced environment with a variety of situations, individuals, and groups. Requires command of detail, accuracy, organizational skills, and the ability to handle multiple tasks and demands
- Able to communicate and interact effectively with external and internal publics
- Must clear criminal background and child and dependent adult abuse check
- Able to recognize and meet reporting deadlines
Preferred
- Experience with an accounting/software payroll system
- Prior SBO Experience
ESSENTIAL FUNCTIONS
- Perform, supervise and be responsible for the overall financial operations of the district in accordance with Generally Accepted Accounting Principles (GAAP)
- Oversee payroll operations of the district along with data entry and insurance reconciliation
- Assist the superintendent in developing the budget and long-range financial planning
- Prepare and file budget certification with the county auditor and Dept. of Management in a timely manner
- Supervise the recording of accounting operations
- Perform monthly reconciliation of all district bank accounts
- Provide monthly accounting of all income and expenditures to the Board, monthly financial report
- Prepare an annual financial report for the Board
- Maintain inventory of district equipment, property and capital assets
- Work with the district's property and casualty insurance carrier
- Maintain all financial records of the district in accordance with state/federal law (GAAP)
- Assist the superintendent as needed regarding business and financial matters of the district
- Arrange for and assist with an annual audit of the district's financial operations
- Maintain internal controls
- Assist in preparation of information for bond sales and construction projects
- Complete the submission of claims for refunds on sales and fuel taxes and non-public transportation (and distribution of that claim)
- Preparation and timely certification of Certified Annual Report, Certified Enrollment, Special Education Report, Transportation Report, Aid and Levy Worksheet, and monthly School Level Expenditure Report
- Assist with preparation and timely certification of Spring BEDS Report, Fall BEDS Report and Career and Technical Education Report
- Assist with Special Education Official Count
- Prepare Special Education semi-annual billings
- Organize information for the nutrition department for the monthly state reporting
- Monitor and file for reimbursement of funds for Title II-A, Title VI and Part B funds
- Enter receipts in the accounting software as necessary
- As Board Secretary, responsible for timely posting of meeting agendas, hearings, public notifications, proper publication of minutes, and maintaining records of school board meetings
- Supervise business office staff
- Implement board policies as necessary
- Perform other such duties as requested by administration personnel/school board
PHYSICAL REQUIREMENTS
- Able to sit for long periods of time
- Able to stand/walk for periods of time
- Able to stoop and bend
- Able to work with interruptions during the work shift
- Able to operate basic office equipment including computers, copiers, intercom, fax
